Shirley I. Fabian-Cruzada, Ed.D., MS, MT (AMT)
Dr. Cruzada is a full-time professor at the Clinical Laboratory Sciences Department of the College of Southern Nevada (CSN), Las Vegas, NV. Before joining CSN, she was the dean of the College of Medical Technology, Trinity University of Asia in Quezon City, Philippines. She held the deanship for 10 years before joining her family in Las Vegas. Her more than 30 years experience as reviewer in Hematology and Parasitology for the Philippine Licensure Examinations and in recent years for the AMT and ASCP certifying examinations for Medical Technology allowed her to handle review classes in the different medical technology schools and review centers nationwide. She authored a “Handbook in Hematology for Medical Technologists” which was used for many years by students and graduates alike.
Her clinical and research experiences include working as research associate at the National Institute of Science and Technology (NIST), medical research technologist at the US Naval Medical Research Unit 2 (NAMRU-2), chief medical technologist at the Tropical Disease Research Foundation (TDRF), and intermittent medical technologist at the US Department of Veterans Affairs (USDVA) Outpatient Clinic, all in the Philippines.
Her academic background includes degrees in Bachelor of Science in Medical Technology from FEU, Master of Science in Public Health (major in Medical Parasitology; minor in Medical Microbiology) from UP Manila, and Doctor of Education (major in Educational Management) from TUA. Dr. Cruzada’s professional involvement includes serving in such positions as President of the Philippine Association of Medical Technologists, Inc. (PAMET), Auditor of the ASEAN Association of Medical Laboratory Technologists (AAMLT), Advisory Council Member of the Asian Association of Medical laboratory Scientists (AAMLS), and of late as 1st VP of PAMET USA – Nevada Chapter.
She has been a lecturer at numerous seminars, workshops, and national conventions in the Philippines and in the USA. Her current focus is to develop and provide up-to-date dynamic review materials to help prepare those who are to take the AMT / ASCP / CLS and other national certifying examinations in medical technology.
Walter Baysa Bayubay, RMT, CLS, ASCPi, AMT, MA Ed.
Mr. Bayubay is a graduate of Bachelor of Science in Medical Technology at the Far Eastern University – Dr. Nicanor Reyes Medical Foundation, Manila, Philippines. He earned his degree in Master of Arts in Education at The International University, Independence, Missouri, United States of America.
He is a dynamic, results-oriented professional that offers a solid background of experience highlighted by significant accomplishments. With more than 20 years of teaching experience locally and internationally, he earned for himself the reputation of being an independent self-starter and natural leader, providing the motivation and direction to drive his students to excellence. He had taught in prominent universities, colleges and review centers all over the Philippines, and was able to conduct lectures and seminars internationally.
As a Clinical Laboratory Scientist certified in the State of California, a certified member of the American Society for Clinical Pathology and a certified American Medical Technologists, and has assumed various challenging positions in the practice of medical technology, he is innovative and organized with a history of consistent demonstration of a strong work ethics and dedication to success, who’s efforts have produced high quality results.
His simple and famous philosophy in life, “never settle for less because we all deserve nothing but the best”.
Rally Respiandor Rutaquio, RMT, RPT, CLS, ASCPi
Mr. Rutaquio is the founder and director of ACTS Review Center. He graduated from high school as valedictorian of his class and later earned his degree in medical technology at the Far Eastern University and also a degree in physical therapy at the Our Lady of Fatima University.
Mr. Rutaquio worked as a full time board lecturer in 1993 for medical technologists at a review center in Manila while pursuing his physical therapy education at the same time. Eventually, he decided to put up his own review school for laboratory technologists in 1998 due to insistent demands from his former students.
A practicing physical therapist in the state of California, a licensed Clinical Laboratory Scientist in the state of California and a certified member of the American Society for Clinical Pathology, Mr. Rutaquio has always shown his strong determination and attitude of persistence to hurdle life’s battles and achieve success.
He strongly believes in this, “Determination is our key to success and this together with our unwavering faith and willing sacrifice will be our precious weapons against the odds.”
